CHARLESTON, W.Va. – The Oversight Committee on Regional Jail and Correctional Facility Authority, on Monday, heard an update regarding the “Justice Reinvestment Initiative,” from Council of State Governments Justice Center Senior Advisor, Carl Reynolds.
