Man arrested on charges of stalking bypass construction worker

A worker on the U.S. 522 bypass construction site at Winchester Grade Road was granted a personal safety order, or PSO, on July 19 against a man who habitually conducted video surveillance in close proximity of the site during working hours, causing the worker to change his shift schedule.
