The Morgan County Emergency Communication Center has been named the 2025 Public Safety Answering Point (PSAP)/911 Center of the Year by the West Virginia Enhanced 911 Council.
This recognition celebrates the center’s outstanding service, innovation, and dedication to public safety across the state of West Virginia.
In addition to this agency-wide honor, Juli Pearrell, one of Morgan County Emergency Communication’s training officers, has been awarded the 2025 NENA Training Officer of the Year for West Virginia by the National Emergency Number Association (NENA).
This individual award reflects Pearrell’s exceptional leadership, dedication to professional development, and commitment to preparing the next generation of 911 professionals.

“This is a proud day for Morgan County,” said Marshall Younker II, Director of Morgan County Emergency Communication Center. “Our team works tirelessly behind the scenes to ensure the safety and well-being of our community, and these awards are a testament to the professionalism, dedication, and excellence that define our center. Juli’s recognition is especially meaningful—she embodies the values and passion that make our team strong”.
The 911 Center of the Year award is given annually to a Public Safety Answering Point that demonstrates excellence in operations, leadership, innovation, and community engagement.
“Morgan County Emergency Communication Center stood out among its peers for its implementation of advanced training protocols, upgrades to emergency communication technology, and a collaborative approach to serving the public and first responders,” award officials noted.
Younker said Juli Pearrell’s individual recognition “underscores her crucial role in enhancing dispatcher training programs and standards as well as molding new staff into high preforming Emergency Telecommunicators to help better serve Morgan County.”
These awards were officially presented during the West Virginia 911 Council’s Annual Conference, held in Bridgeport, West Virginia during the week of October 6-10 where centers from across the state gathered to share best practices and celebrate the vital work of emergency communicators
