Virginia Lee (Purnell) Payne, age 91, of Hancock, Md., passed away on August 6, 2019 at Ravenwood Nursing Care Center, in Hagerstown, Md.
Born in Hancock, on November 23, 1927, she was the daughter of the late Genevieve (Purnell) Sipes, and step-father, Merrill J. Sipes; and the widow of Irvin Payne, who passed away in February 1977.
She attended Hancock area schools.
