John Dowling

1934-2019

John Patrick Dowling 84, of San Antonio, Fla., passed away Sunday, February 3, 2019 at his home, from heart failure. He was surrounded by his loving family.

He was born July 30, 1934 in Brooklyn, N.Y. He was a Korean War veteran, U.S. Army.

He retired in Washington, D.C., from the American Federation of State County Municipal Employees union, as Director of Education. He was one of the unions’ most effective union organizers.

After retiring, he worked extensively in East Europe with trade unions in Romania, Belarus, Bulgaria, Croatia, Kosovo, Russia, Slovakia and Solidarnosc in Poland.

He was a Public Services International Ambassador, election observer and consultant with ICFTU, American Center for International Labor Solidarity and the Free Trade Union Institute/AFL-CIO. He lived in Warsaw, Bern, and Copenhagen with his wife, Maggie, on her U.S. Foreign Service assignments.

For many years, he was a resident of Coolfont, an antique dealer at the Berkeley Springs Mall, member of St. Vincent, staunch supporter of the Ice House and a big fan of Jonathan and Jan Heath and Dr. Berens.

He is survived by his wife: Maggie and his three children, John Dowling, Carrie Hedges and Anne Dowling, and two grandchildren, Jack and Kate Hedges.

He will be interred at Arlington National Cemetery at a later date.

The funeral mass was at Point Lookout, N.Y., Our Lady of Miraculous Medal Catholic Church.
