Man on bond for drug charges arrested again for heroin operation

A Berkeley Springs man who was charged in March for possessing a large quantity of heroin with the intent to distribute the drug was arrested on the same charges in the early morning hours of Saturday, May 20.

Officers from several law enforcement agencies served search warrants on three structures located at Gravy Lane, off of Winchester Grade Road late Friday night.

The warrants, secured by Berkeley Springs Patrolman Tony Link, gave officers access to a house, trailer and camper where they previously seized 90 grams of heroin and $22,000 in cash.

Robert Charles Harvey, 29, was charged Saturday with possession of the drug after officers raided his property and located 88 grams of suspected heroin and $14,000 in cash.

Harvey had been free on a $50,000 bond since March 17 on the previous drug charges. According to documents filed in Morgan County Magistrate Court, Harvey’s bond on Saturday’s drug charge was set at $250,000. His bond was paid and he was released from custody by Monday.

A criminal complaint filed against Harvey by Patrolman Link says officers made the search of the Harvey property at 10:30 p.m. Friday. They found “several large chunks” of a tannish-gray substance that weighed 88 grams, and a large amount of cash.

Harvey was arrested at the scene.

Also arrested was Brian Thomas Hull of Berkeley Springs on unrelated warrants from West Virginia and Pennsylvania, according to a press release from the Morgan County Sheriff’s Department. A .22 rifle, cell phone and suspected heroin were also seized on the property.

Harvey’s father, Roger E. Harvey, 55, was at the residence at the time of the search but was not charged. Roger Harvey was also charged in the March drug raid at the residence. He is free on a $15,000 for the previous charge of distribution of a controlled substance, heroin.

Patrolman Link indicated the search warrants were a result of information obtained that Robert “Robbie” Harvey was allegedly continuing to sell heroin in the Berkeley Springs area.

Other substances at the residence will be analyzed to determine if any were used to “cut” heroin.
