Clark to lead Region 9

Bill Clark Bill Clark On November 18, Economic Development Director Bill Clark was selected as the new Executive Director of the Region 9 Planning and Development council, which works with Morgan, Berkeley and Jefferson counties.

“I feel like I was groomed for this position,” said Clark, who will resign from the Region 9 board on December 8. “I’ve always been a project guy, in terms of infrastructure, and I can bring my economic expertise to the area.”

Clark will start work with Region 9 at the Dunn building in Martinsburg on December 9. His starting salary will be $65,000 with a review in six months.

His immediate concern is spreading broadband internet to more places in the region, as well as outreach of local technical schools and raising income levels in the area.

Clark’s final goals as the county’s Economic Development Authority Director will be making the transition as smooth as possible. A replacement for EDA Director has not yet been announced.

He has also served as both County Planner and Administrator for Morgan County in his 28-year career here.

Region 9 board member Stacy Dugan said the group received 13 applicants, four of whom were interviewed. Of the four, they had difficulty deciding on the best, but Clark eventually shone through.

Dugan was especially impressed with his knowledge of Charleston, and how to find his way with legislators and maintain a working relationship with state leaders.

According to Dugan, Region 9 wasn’t being run as smoothly as possible, and that reorganization and a major overhaul is steering Region 9 in the right direction.

“We didn’t lose Bill Clark from Morgan County, we gained him in a new and exciting position,” Dugan said.
