Lloyd Charles Edward Penner, Sr., age 87, of Berkeley Springs, W.Va., died on Saturday, May 6, 2023 at his home while under the care of Hospice of the Panhandle.
Born May 23, 1935 in Great Cacapon, he was the son of the late Sherman and Minnie Melissa Youngblood Penner.
He was a graduate. Lloyd attended Independent Church of God in Morgan County, W.Va. He served with the United States Army.…
