Man charged for voting in two states

A Great Cacapon man was charged last week with the misdemeanor of illegal voting after investigators from the West Virginia Secretary of State’s office looked into his residency and voting record.

Jeffrey Hartman, 73, of Gaither Road has been registered to vote in Morgan County since 2005.

According to a criminal complaint filed in Morgan County Magistrate Court, investigator Gary Harmison found that Hartman and his wife had bought a house in Westminster, Md. to cut back on the commute between the Washington area and West Virginia. Hartman allegedly registered to vote in Maryland as well as in West Virginia, and cast ballots nine times in both states. Hartman voted in both states in 2006, 2008, 2010, 2012, 2014, 2016 and 2018 elections. He allegedly told investigators he only voted for local people in each election.

Hartman was charged on September 10 and is free on a $1,000 personal recognizance bond.
