Toby’s legacy

It has been nearly three years since the UnChain Morgan County initiative took off and ultimately led to the Morgan County Canine Restraint & Outdoor Enclosure Ordinance.
Behind it all in the beginning was a young dog chained and abandoned as his owner moved away and just left him. He was rescued by Gary Brock and named Toby. The early misfortunes of Toby provided the inspiration for Brock to act and thus began Unchain Morgan County.
While Toby’s life didn’t start out well, it ended well with many happy years with Brock. Toby lost his battle with cancer on May 1 at the age of 10, but his legacy of helping the other dogs in Morgan County through the ordinance passed in January of 2010 will live on.
