Man killed by police during robbery

A Morgan County man was shot and killed by Martinsburg City Police during a carjacking and hostage incident on Monday evening, September 26.

Michael Kelly Silver, 42, had allegedly approached a woman and her four-year-old daughter in the Martinsburg Mall parking lot. At gunpoint, he forced the woman to drive to My Bank on Foxcroft Avenue and withdraw money from an ATM, police said.

A passerby contacted Martinsburg City Police and two officers responded. With the help of police, the woman escaped from the vehicle.

Silver then allegedly aimed his firearm at the officers and police fired multiple shots into the vehicle, killing him.

The officers were unaware that the child was in the back seat at the time. The four-year-old was not injured.

Silver, who apparently had no fixed address, was wanted in Martinsburg for breaking and entering, and wanted in Spotsylvania County, Va. for robbery.

He was also a suspect in a bank robbery in Chambersburg, Pa.
