Samantha Bianco and Dwayne Marshall of Berkeley Springs announce the birth of their son, Carter Lee Marshall weighing 8 lbs. 5 ozs. at City Hospital, Martinsburg on August 18, 2012. Paternal grandparents are Carol Marshall and the late Richard Marshall.
